The Spokane Regional Clean Air Agency (SRCAA) Board of Directors has a long-standing financial goal of full cost recovery for SRCAA’s fee-based programs. Registration fees have not kept up with rising costs:
- SRCAA’s annual registration fees were not adjusted for six years (2016-2022).
- In October 2022, annual registration fees increased by 15%, which reduced the program deficit by 57%. While the Board was aware that this increase would not resolve the deficit, the preference was to spread the fee increases over a few years to help to lessen the impact on registered sources.
- Without this proposed fee increase, the registration program is projected to have a $90,000 deficit in the FY24 budget.
- Once the program deficit is resolved, the Board may consider smaller, routine fee adjustments to minimize the burden on registered sources that can occur with larger, unanticipated increases.
The proposed fee amendments to the Annual Registration Fees in the Consolidated Fee Schedule, Section 10.06(B), are provided in the table below or in this redlined Consolidated Fee Schedule.
