Background
The Spokane Regional Clean Air Agency requires the owner/operator of an air contaminant source to obtain a Notice of Construction (NOC) permit prior to the construction or modification of the air contaminant source. The permit is valid for the life of the equipment at a specific location, and can be issued for single piece of equipment or for an entire facility.
SRCAA is proposing an increase to the NOC fees to work toward achieving full-cost recovery for its fee-based programs. SRCAA receives NOC fees only when an NOC application is submitted, therefore, staff time on permit program trainings, meetings, and business assistance is not recovered.
We are seeking your input on the proposed fee increases, listed below, with examples provided in the table below:
• Increase base fees by 10% for Class II-IV.
• Increase the hourly fee for revisions, replacing control equipment, and SRCAA review hours beyond what the base fee covers.
• Adjust the maximum number of SRCAA review hours that the base fee covers, based on the proposed new hourly fee.

Public Comment Period/Public Hearing – Written comments on the proposed fee increases are being accepted now until the close of the public hearing on Thursday, February 5, 2026. Written comments received before Februrary 5th will be included in the pre-hearing presentation. Email comments to: PublicComment@spokanecleanair.org.
The public hearing will take place during SRCAA’s Board of Directors meeting on Thursday, February 5, 2026. The meeting starts at 9:30 a.m., at 1610 S. Technology Blvd, Ste 101, Spokane, WA 99224.
