Spokane Regional Clean Air Agency (SRCAA) has issued a preliminary determination on a revised Notice of Construction (NOC) #650 to increase the loading rack and storage tank product throughputs at the Holly Energy Partners facility, located at 3225 E Lincoln Rd, Spokane, WA 99207. The primary pollutant responsible for this notice is volatile organic compounds.

Public Comment Period: The public is invited to comment on the draft NOC approval by submitting written comments to SRCAA at the address given above or email below. Comments will be accepted until 4:30 pm on February 20, 2026.
A public hearing may be held if SRCAA determines, within the comment period, that there is significant public interest. Requests for a public hearing must be submitted within the comment period. Any such request must be submitted to SRCAA and must indicate the interest of the person/entity making the request and why a hearing is warranted.
