Spokane Regional Clean Air Agency (SRCAA) has issued a preliminary determination on a revised Notice of Construction (NOC) #1966 to increase the permitted annual gasoline throughput to 6 million gallons per year for a proposed gasoline dispensing facility to be located at 4015 E Mt Spokane Park Drive, Mead, WA 99021. The NOC is issued to Circle K Stores Inc. The primary pollutant responsible for this notice is volatile organic compounds.

Public Comment Period: The public is invited to comment on the draft NOC approval by submitting written comments to SRCAA at the address given above or by email below. Comments will be accepted until 4:30 pm on November 13, 2025.
A public hearing may be held if SRCAA determines, within the comment period, that there is significant public interest. Requests for a public hearing must be submitted within the comment period. Any such request must be submitted to SRCAA and must indicate the interest of the person/entity making the request and why a hearing is warranted.
