Spokane Regional Clean Air Agency (SRCAA) is seeking comments on a draft synthetic minor Order #26-01 to be issued in accordance with RCW 70A.15.2040, RCW 70A.15.2300, WAC 173-400-091, and SRCAA Regulation I Sections 2.01, 2.02, and 2.05.

Holly Energy Partners is located at located at 3225 E Lincoln Rd, Spokane, WA 99207. The primary pollutants limited in this order are volatile organic compounds.

Public Comment Period: The public is invited to comment on the draft order by submitting written comments to SRCAA at the address given above. Comments will be accepted until 4:30 pm on March 27, 2026.
A public hearing may be held if SRCAA determines, within the comment period, that there is significant public interest. Requests for a public hearing must be submitted within the comment period. Any such request must be submitted to SRCAA and must indicate the interest of the person/entity making the request and why a hearing is warranted.
