The Spokane Regional Clean Air Agency (SRCAA) is proposing administrative amendments to its Regulation I, Articles II, IV, V, and VI. The amendments will not change fees. If adopted, the proposed amendments will:
- Improve readability and add clarity
- Provide accurate citations
- Remove outdated references
- Align local regulations with the Washington Administrative Code (WAC)
- Provide consistency for operation and maintenance requirements among all sources
The key amendments proposed include:
- Update adoption by reference (ABR) dates and remove WACs that are adopted by reference and obsolete.
- Include Air Operating Permit (AOP) and Portable Source Permit (PSP) in the existing operations and maintenance registration requirements.
- Edit the list of source categories subject to registration for improved clarification.
- Edit the list of source categories exempt from Notices of Contruction (NOCs).
- Edit visible emissions regulation to align with the WAC.
- Update the agricultural burning regulation definition of “impaired air quality” to align with the WAC.
- Clarify commercial surface coating definitions and add residential hobbyist to surface coating exemption.

Public Comment Period and Public Hearing
Written comments will be accepted until September 1, 2026. Written comments may be submitted by mail or email: SRCAA, Attention Margee Chambers, 1610 S. Technology Blvd., #101., Spokane, WA 99224, or PublicComment@spokanecleanair.org.
A public hearing will be held during SRCAA’s Board of Directors meeting, 9:30 a.m., Thursday, September 3, 2026, at SRCAA’s office, 1610 S. Technology Boulevard, Suite 101, Spokane, WA 99224. Instructions to attend the public hearing virtually, via computer or phone, will be included in the meeting agenda. Agendas are posted at SpokaneCleanAir.org, under “Hearings and Notices” approximately a week before the meeting.
