The Washington State Department of Ecology (Ecology) is seeking public comments on preliminary draft rule language for a new rule Chapter 173-448 WAC, Air Quality in Overburdened Communities Highly Impacted by Air Pollution. The purpose of this rulemaking is to implement parts of RCW 70A.65.020 to help reduce criteria air pollution in overburdened communities highly impacted by air pollution.
This informal comment period lasts from November 14, 2025, to January 18, 2026, at 11:59 p.m. (PT) and is an opportunity for interested parties to comment on the scope of rule language before the rule proposal.
