In Spokane County, there are over 700 commercial operations that we permit and annually register. Below is a partial list of the types of operations regulated based on air emissions.

Permits
Spokane Clean Air issues three types of permits, depending on the operation and emissions:
Notice of Construction (NOC) - Required prior to the construction, installation, replacement or modification of air contaminant sources, emissions units or air pollution control equipment in Spokane County.
Portable Source Permit (PSP) - (Formerly called NOI) Required prior to operating a portable/temporary source installed at a specific site not to exceed 12 consecutive months.
We maintain a list of current NOC and PSP applications received for public review and comment.
Air Operating Permit (AOP) - Issued to major sources of air pollution. There are eight AOP facilities in Spokane County.
Registration
Commercial and industrial operations that emit pollutants to the air must register annually with us. Registration includes annual reporting, annual fees, and compliance inspections.
Other Regulations
In addition to permit requirements specific to a facility or operation, there are other general air quality regulations that apply to businesses, including but not limited to:
- Asbestos during renovation or demolition projects
- Dust
- Odors
