General Order of Approval (GOA)

A General Order of Approval or GOA identifies criteria by which an emission unit or source may qualify for coverage under the associated general order of approval which includes terms and conditions under which the owner or operator agrees to install and/or operate the covered emission unit or source. 

The GOA allows a business to avoid the "Notice of Constructions Application for Approval" process by agreeing to operate under the conditions of the GOA. Businesses that wish to operate under a GOA must still submit an application to The Spokane Regional Clean Air Agency and be registered as an air pollution source.  Additional GOAs will be available as appropriate sources are identified and operating conditions are developed.
